The purpose of the course is to teach Best Management Practices to anybody planning to disturb the ground for the purposes of developing the land. Using the model of building a residential home, the class was divided into 13 modules each dealing with the step by step process of building a residence. Included in the process was the benefits of using “Best Management Practices” as well as the City of Asheville and Buncombe Counties rules and regulations offered by the staff personnel charged with enforcing these regulations. This was extremely helpful to even the most experienced builders attending the classes. The course was not only appreciated by the attendees, it was very helpful and informative. From novice to expert, there was a great deal to learn.

The Modules and Instructors included:

Site Plans taught by Gerald Green former Chief Planner for the city of Asheville and other municipalities and current Principal of Green Plan

Septic and Sewer Systems taught by Stan Crownover and Eric Barnes both from Buncombe County Environmental Health

Building Permits taught by Mark Case and Susannah Carver both from the City of Asheville

Builder Certification Program

MCAD is creating a Builder Certification program, aimed at familiarizing builders with issues and regulations unique to building in/on Western North Carolina terrain.

Projected rollout is summer of 2008.

Though the course is still under development, topics will include healthy-built homes, site plans, steep slope and stormwater/erosion regulations, and more.

Presenters will include area experts, city and county staff members, and local builders. Land-of-Sky Regional Council, the City of Asheville, and Buncombe County's Environmental Advisory Board have already pledged their support of and assistance with design and facilitation of the program.
